Symptoms

Unable to start and boot up the application server on a newly installed PeopleTools setup and configuration. Resulting in the following error message upon booting up the application server using the PSADMIN utility from the command line:

tmboot: CMDTUX_CAT:827: ERROR: Fatal error encountered; initiating user error handler
