Deleting Attachment From Requisition Line Comment Not Deleting The Entry From REQ_COMMENTS Table (Doc ID 2525101.1)

When to try to add attachment alone without comments text in requisition line comment and delete the same by editing the requisition, the requisition line comment is found to be active instead of blurred icon.

Replication Steps:

1.Create a requisition and add attachment without comment text in requisition line comments. Save the requisition
2. Now edit the same requisition and remove the attachment in requisition's line comment. Save the requisition
3. Review the requisition line information, line comment icon will be active instead of a blurred icon
