EPC – Moving Activities Within a Project Work Breakdown Structure (WBS) Can Set Underlying Flags Incorrectly, Impacting Cost Calculations (Doc ID 2526498.1)

Symptoms

Moving activities around in the work breakdown structure (WBS) on the project activities page sometimes sets the underlying COSTING_ACT_SW flag incorrectly, resulting in an activity that has SUMMARY_ACT = 'N' and COSTING_ACT_SW = 'N' in the underling PS_PROJ_ACTIVITY table. The SUMMARY_ACT and COSTING_ACT_SW should always have opposite values. This discrepancy can impact the ability to cost transactions correctly for the affected activities.

The issue can be reproduced at will with the following steps:
1. Set up a project with several activities spread across 2 WBS ID levels.
2. Move the last/only child of a summary activity away from it's parent.
