Symptoms
On : 8.56 version, Upgrade
When attempting to copy project from db to db after upgrade to 8.56, the following error occurs:

File: E:\pt85613b-retail\peopletools\src\pssys\pjmaccess.cppSQL error. Stmt #: 1340 Error Position: 82 Return: 1843 - ORA-01843: not a valid month
Failed SQL stmt: SELECT COUNT(*) FROM PS_MAINTENANCE_LOG WHERE UPDATE_ID = :1 AND DTTM_IMPORTED = :2
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a project
2. Check change project in project properties
3. Add an UpdateID
4. Save the project
5. Apply Compare project to another environment
6. Apply Copy project to another environment
7. Receive the following error message
