ACTUAL BEHAVIOR

Manager comments modal window not appearing
During the mid-year checkpoint stage of ePerformance, the modal window is not opening in the Comments section.
EXPECTED BEHAVIOR
-----------------------
Expects the modal link to pop up a separate window.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Go to the ePerformance Goals Manager Comments field and click on the Modal link.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the full Manager Comments in a single large window.
