On : Campus Solutions 9 or 9.2

ACTUAL BEHAVIOR
---------------
When reviewing message detail for loan origination records that were sent to COD and came back with a message code - such as for a rejected record - the message detail indicates 'no explanation available'

EXPECTED BEHAVIOR
-----------------------
Message should display the text relevant to the particular error code

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to View Loan Processing Actions, loan orig actions tab
2 Click 'msg' link for rejected transaction
3. Click message detail

WHAT IS WORKING
-----------------------------
The problem is only happening on records for aid year 2020 and only affects records COD sent back with an edit code
