E-CLOUD: Compartment name not listed under "Regions and Availability Domains" while trying to edit the environment Attributes in Cloud Manager (Doc ID 2528875.1)

On : 08 version, Cloud Manager Configuration

ACTUAL BEHAVIOR
---------------

While trying to edit the Environment Attributes to either create the environment template or update the Cloud Manager environment, not able to see the Compartment Name, from the drop down, under "Regions and Availability Domains" section

EXPECTED BEHAVIOR
-----------------------
Users should be able to see the Compartment name in which Cloud Manager instance is provisioned

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Provision Cloud Manager 08 Instance
2. login to CM PIA and edit/update environment attributes
3. See that Compartment name not listed under "Regions and Availability Domains"
