Symptoms

Issue
----------------------
The time zone selected at runtime does not preserve.

Steps
-------------
1. Run control page is filled in.
2. Click "Run" button.
3. In "Process Scheduler Request" page the Time Zone is set to WET.
4. Click "OK" to run the process.
5. But when the user return to "Process Scheduler Request" page after the previous process execution complete to run the process again with the same run control, Time Zone is reverted back to CST.
Earlier setting is overwritten.
