Symptoms

W4 - PDF when submitted successfully was not updating in the UI
The changes to a W4 PDf should be updated in the UI

The issue can be reproduced at will with the following steps:
1. Via self service, open the W4 form
2. Make changes and submit the form
3. The update from the application states the W4 was successfully submitted
4. The UI values in self service are not updated
