Missing TFN validation error in validation report of process GPAU_STP_PRC process

STEPS TO REPLICATE
----------------------------------
1) Consider the employee where the TFN status is " TFN Not Required".
2) Run the STP Prep Process.
3) Check the validation log is missing the warning/error for this employee about TFN.


EXPECTED AND ACTUAL BEHAVIOR

Actual: The STP Validation log is not missing the TFN validation
Expected: The STP Validation log will throw the error message to provide the TFN or ABN details is mandatory.
