Symptoms
After upgrading from Oracle 12.1.0.2 to 18.4.0.0.0 we are seeing some performance issues with some of the security views. I have a question on Bug 28291640 : PERFORMANCE ISSUES WITH PERS_SRCH_GBL, PERS_SRCH_QRY & EMPLMT_SRCH_GBL It states....

PERS_SRCH_QRY
EMPLMT_SRCH_GBL
The view EMPLMT_SRCH_QRY it has a default SQL (making use of exists) and an optimized version for Oracle (purely joins). The 3 views above don't have the Oracle optimized versions.
