Year Round Pell: First Pell (Pell 1) Able to be Validated After Second Pell (Pell 2) Has Been Awarded

When packaging Pell in a trailing summer term, and after being awarded Pell2 in the preceding academic period, the system is awarding a first Pell when not expected. System should be awarding 2nd Pell, or throwing the crossover message if the crossover logic is turned on and the student will have more eligibility in the forward year.
The issue does not occur in every case, but seemingly only very specific cases. For example: a student packaged based on loads of H/F/F/T (summer to summer) will not have the issue, as Pell1 awarded in the trailing summer will correctly fail validation. However, if the student is H/T/F/T (3/4 time in the fall term instead of full time), then the system will allow awarding of Pell1 in the trailing summer.
For Pell to be awarded in all 4 terms (summer to summer), this would typically occur with the crossover logic turned on.
