On : Campus Solutions 9.0 and later

ACTUAL BEHAVIOR
---------------
When attempting to award Pell in the trailing summer term, the system is not awarding the expected amounts when the LEU is above 450. The awards either fail validation completely, with edit 9185; or are prorated to an amount that is not understood, via edit 9239.

EXPECTED BEHAVIOR
-----------------------
The routine should be allowing the full amount that the student is eligible for

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run NSLDS push to populate percent scheduled used and LEU on the Pell aggregate
2. Award Pell1 for the academic period
3. Repackage for summer, evaluating both Pell1 and Pell2

WHAT IS WORKING
------------------------------
Results are correct when LEU is < 450. Pell1 is also calculated correctly.
