When running HCDL_BATCH nightly process, the process fails with the following error:
The issue can be reproduced at will with the following steps:
1. Workforce Administration > Self Service Transactions > Approvals and Delegation > Maintain Delegated Authorities
2. Run HCDL_BATCH as user with security access to CI USER_PROFILE
3. Note process runs to 'No Success' with the above error
