Error "Not Authorized (90,6)" When Running the HCDL_BATCH Nightly Process (Doc ID 2531889.1)

Symptoms

When the HCDL_BATCH nightly process is run, the process fails with the following error:

Not Authorized (90,6)

Called from:HCSC_DELEGATION.Maintain DelegationAuthority.OnExecute Name:ProcessDelegation Statement:30
Called from:HCDL_BATCH.MAIN.GBL.default.1900-01-01.Step01.OnEx

Process 12787478 ABENDED at Step HCDL_BATCH.MAIN.Step01 (PeopleCode) -- RC = 24 (108,524)


The issue can be reproduced at will with the following steps:
1. Workforce Administration > Self Service Transactions > Approvals and Delegation > Maintain Delegated Authorities
2. Run HCDL_BATCH as user with security access to CI USER_PROFILE
3. Note process runs to 'No Success' with the above error
