Language of HTML approval e-mails subject/header & body are not in the same language

Description: Using HTML approval e-mails in some scenarios the body of the e-mail and the subject/header are not in the same language. Languages implemented English, CAN French and Spanish.
When using HTML approval for Job Opening/Job Offer approval the system is mixing languages. A document is attached showing our tests and how the system is behaving.

According to our test, these are the rules we could see:
• The subject and links in the message are always in the language of the PS account of the recipients, regardless of the recruiter’s language
• The approval confirmation messages are entirely written in the language of the PS account of the recipients (recruiter + manager)
• The language of the message content – the JO description – depends how it is triggered:
 On-line: when the message is triggered on-line, i.e. the recruiter clicks the approval button in the JO page, then the next approver’s message body is in the language of the PS session of the recruiter.
 Batch: All messages following the initial approval are processed by the approval framework in the system base language: the message body is in English in all cases.

Our Expectation: In all situations, the entire email (subject + body) should be in the language of the recipient.
