Unable to start PSEMAgent after updating to PT Patch 85436

When Starting Agent as Administrator I get unable to verify connectivity to a running database.
 

ERROR

psae.exe -CT ORACLE -CD <DBNAME> -CO PS -CP <ENCRYPTED PW> -R X -AI SFMAINT
Error in sign on
 Database Type: 7 (ORACLE)
 Database Name: DBNAME
 Server Name:
 OperID: PS
 ConnectID: people
 Process Instance: 0
 Reason: Invalid access ID or password for database signon.
2019-03-13 17:35:54,738 main EMF_CATEGORY - See '<PSHOME>\PSEMAgent\envmetadata\data\emf_psae_error_DBNAME_SFMAINT.bat' to look at the script that could not complete.
