ACTUAL BEHAVIOR

When adding a license/certification/degree to a person profile and also uploading an attachment, the attachment is not being saved when a 'Save' is executed after the license/certification/degree is added and prior to the attachment being uploaded.  If you wait to Save until after the license/certification/degree is added AND the attachment is uploaded, the attachment is saved.

EXPECTED BEHAVIOR

Attachment should save when a 'Save' is executed after the license/certification/degree is added and prior to the attachment being uploaded.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Process when attachment save is NOT successful:
Navigation:  Main Menu > Workforce Development > Profile Management > Profiles > Person Profiles
Enter EMPLID
Select Add New Licenses and Certifications
After adding new license, click Save
Click the Attachments ‘paper clip’ to add an attachment & upload attachment
Click Ok and then Save.
Attachment is NOT saved (does not insert a row on PS_JPM_JP_ATTACH)
After navigating away and then returning, the attachment no longer appears

Process when attachment save is successful:
Navigation:  Main Menu > Workforce Development > Profile Management > Profiles > Person Profiles
Enter EMPLID
Select Add New Licenses and Certifications
After adding new license, DO NOT click Save
Click the Attachments ‘paper clip’ to add an attachment & upload attachment
Click Ok and then Save.
Attachment is saved (does insert a row on PS_JPM_JP_ATTACH)

Customer Workaround
Adding the following Component Rec Fld PeopleCode to
JPM_PERSON_PROFILE.GBL.DERIVED_JPM_JP.JPM_ATTACH_LINK.FieldChange
SetComponentChanged();

BUSINESS IMPACT

The issue has the following business impact:
Answer: Person Profile attachments are not consistently being saved and the end user cannot determine the attachment was not saved at time of entry as no indication is given that the data was not saved.  This causes the end user to have to audit and return to re-upload the attachments.
