eBenefits Fluid Error Message: "In order to enroll in Health Savings Account you must first enroll in Medical" When Selecting Waive for HSA Plan. (Doc ID 2535845.1)

Symptoms

Employees are unable to waive HSA enrollments if they were previously enrolled and then the Medical enrollment was changed to either waived or to be enrolled in a non HSA eligible plan.  The following error is received:

"In order to enroll in Health Savings Account you must first enroll in Medical".

Steps
-----------------------
Navigate to Employee Self Service > Benefit Details > Benefits Enrollment:
1. Employee elects a High Deductible Medical and is allowed to elect an HSA plan enrollment.
2. Employee changes the Medical enrollment to either waive or one that is no longer eligible for the HSA plan.
3. Employee attempts to waive the HSA Plan enrollment, however, the error is preventing the employee from submitting it.
