Symptoms

When an employee elects Medical, HSA and also elects FSA (setup as an HSA excluded coverage), no error message is triggered during election of FSA.

ERROR that is not provided:

Your Enrollment in 67 makes you ineligible to enroll in FSA Healthcare


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup HSA Excluded Coverages page to include FSA benefit plans.  Navigation:  Setup HCM > Product Related > Base Benefits > Program Structure > HSA Excluded Coverages
2. Prepare an OE event for an employee. Navigation:  Benefits > Manage Automated Enrollment > Events > On Demand Event Maintenance
3. Log in as Employee an make elections to an excluded plan and HSA.  Navigation:  Employee Self Service > Open Enrollment > Benefits Enrollment

No error is triggered.
