eProcurement Requisition Approval During Upgrade (Doc ID 2536590.1)

In the pre-upgrade task list of 9.2 upgrade ( from 9.0) , Task# 2-25 has the below instructions to complete all the change request approvals before upgrade

"Completing eProcurement TasksIn the new PeopleSoft FSCM release, the approval process for Oracle's PeopleSoft eProcurement Change
Requests has been changed. Oracle highly recommends that you process all your change requests prior to data conversion in order to ensure that no information is lost or orphaned "

Is this applicable only for the change requests ? Or is it applicable for regular epro requisitions as well ?
