E-UPG UPG_REN_DMS App Engine Fails - Message Reason: Not Able To Retrieve Value From Registry. (158,15469) (Doc ID 2537125.1)

On PeopleSoft HCM 9.2 : HR Upgrade

During upgrade from HCM 9.0 to 9.2, running the Data Mover Rename Utility Fails the following error.

Not able to retrieve value from registry. (158,15469) UPG_RENAMES.Utilities.OnExecute Name:readRegistry PCPC:3336 Statement:76

The issue can be reproduced at will with the following steps:
1. Follow upgrade path from HCM 9.0 to 9.2
2. Run Data Mover Rename Utility
3. Note UPG_REN_DMS App engine fails with above error

The issue has the following business impact:
Due to this issue, upgrade cannot be completed.
