ACTUAL BEHAVIOR
---------------
The way that international telephone numbers is derived for the graduate outcome return does not match the requirements from detailed by HESA.

It does match the Oracle technical brief information from June 2018.

Have to manually adjust the affected records.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Campus Community > Personal Information (Student) > Biographical (Student) > Addresses/Phones > Phones
2. When a phone type is entered as Home, Phone Number as 505403527 and Country Code as 048
3. Navigate to Records and Enrolment > HESA Reporting > Destination of Leavers > Survey Management -- the same format is entered. No issue here.
4. Navigate to Records and Enrolment > HESA Reporting > Extract Data > Graduate Outcomes Extract Data -- This is where we need to manually edit the number
