Error When Viewing History Profile Item Attachments (Doc ID 2537972.1)

Symptoms

With the Attachment feature for Profile Items configured a peoplecode error can be created at will when viewing the attachment in 'view history' in the Talent Profile. In order to generate the error you must first 'view history' and not the current row. If you view the current row and then go back and view history you are able to open the attachments.

STEPS

The issue can be reproduced at will with the following steps:
1. ESS -> Talent Profile -> Qualifications -> Licenses and Certifications -> Click on View History -> Click on attachment and peoplecode error is generated
