Navigation Icons Are Missing From the Fluid Header When Administrators Access the Fluid Administer Total Rewards Page

Symptoms
When going to Administer Total Rewards to view an employees total rewards statement, the Home, Search, and NavBar icons are missing from the Fluid header.
However, the Home, Search, and NavBar icons should remain visible in the Fluid header, similarly to when employees view their Total Rewards Statements.
The issue can be reproduced at will with the following steps:
1. Navigation: Compensation > Total Rewards > Administer Total Rewards
2. Search for Empl ID
3. Drill into employee and note that the NavBar, Home, and Search icons are missing from the Fluid Header
