E-PRCS: Scheduled Jobset are not running when the previous instance was failed (Doc ID 2539160.1)

Symptoms

When the scheduled Jobset run to "No Success" Status then it will change its status into "Completed" instead of "Active", then it will never run again based on the recurrence that it was attached to
