Generate Pell Data (FAPPLOUT) Failed Validation Rule 198 Incorrect or Invalid Ability to Benefit (ATB) Code (Doc ID 2539509.1)

Symptoms

After running Generate Pell Data PELLOUT, log file for the COBOL step of the process, FAPPLOUT, references one or more emplids that failed validation, with a message related to Ability to Benefit (ATB), such as "Invalid Value of Ability to Benefit Code".

On the Manage Pell Payment component, Pell origination tab, clicking the 'Orig Status' link will show the failed validation rule, and clicking the 'Origination Message' link will show the message code 198, "Incorrect Ability to Benefit Code submitted".

Since the ATB record does exist for the student, it's expected validation should pass.

The issue can be reproduced with the following steps:

  1. Navigate to Financial Aid > File Management > COD Full Participant > Generate Pell Data > Pell Outbound and run the process.
  2. From the FAPPLOUT log file, identify an emplid that failed validation due to ability to benefit.
  3. Navigate to Financial Aid > Pell Payment > Manage Pell Payment > Pell Origination for the emplid.
  4. Click the 'Orig Status' link.
  5. Click the 'Origination Message to verify the 198 code.
