Within Employee Self Service, Contact Details, getting error when changing phone type that is linked to emergency contact with "Same as mine" option.

Error calling method GetPropertyByName on an ApiObject of class CI_PERSONAL_DATA: API error code 1.

The Peoplecode program called the given method on an object of the given class, but it returned the given failure code.

The issue can be reproduced at will with the following steps:
1. Employee Self Service > Contact Details
2. Try to change Phone Type for a number that is linked to Emergency Contact with option "Same as mine"
3. Error appears


Error only occurs if phone number is linked to emergency contact's number

Error occurs even after Bug 27445222 is applied
