Step "Generate GPCE <Country Extension> Rule SQR Compare Report" Failed When Applying PUM Updates or patch.
Steps to replicate the issue:
1. Create a Change Package for required Bugs, apply it on the Target instance through Rule Packager or Change Assistant
2. Observe: The Step 'Generate GPCE <country extension> Rule SQR Compare Reports' failed.
