E-PRCS: Slide Notifications Seem To Break If System Personalization Default Values Changed From "NO" to "YES" (Doc ID 2540612.1)

On : 8.56 version, Process Scheduler Slide Notification

Pop-up (Slide) notifications seem to break if user updates preferences after system default preferences for POP-UP Notifications are updated.

In testing multiple scenario's pop-up notifications if the user preferences were updated after the system defaults, notifications stop working on everything except submit.

System Personalizations should be able to be changed to enable the POP-UP Notification for all users by default.

The issue can be reproduced at will with the following steps:
1. Update PeopleTools>Personalization>Personalization options, select PPTL popupwin , change default value from No to Yes
3. Test submitting a process request with a user who hasn't yet submitted a process request
3. Observe Slide notifications are missing with the exception of the initial submission slide notification.
