Able to Add a New Row on the Academic Program Stack for a Matriculated Student With an 'AD' OR 'AP' Status (Doc ID 2540974.1)

Symptoms

On : 9.2 version, Student Information

An Admit row is allowed to be added on top of a Matriculation row to the Student Program/Plan. It is expected that this would be prevented as it results in a row with an admitted or applied status that is more recent than a row with a matriculated or active status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Career and Program Information > Student Program/Plan.
2. Click to View All and scroll down to a row with Admit or Applied program status.
3. Add a DATA change row with today's date and save.
4. Leave and enter the component again and the DATA change row has a status of Admitted or Applied instead of Active.
