Symptoms
Pay run id is grayed out for the customer's Payroll Interface run so the Pay Run Id cannot be entered through the User Interface
STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Navigate to: Set Up HCM, Product Related, Payroll Interface, Payroll, Pay Calendar Table
2. Bring up the Pay calendar for any month
3. Note that the Pay Run Id is grayed out, so cannot attach the run id to process the pay.
