E-CA: EM Hub and Agent not Moving Files (Doc ID 2542275.1)

Symptoms

EM Hub and Agent not deploying files
Change Assistant checks at the end show the EM Hub and agent are correctly set up, but that it cannot move the files.

The issue can be reproduced at will with the following steps:
1. Apply maintenance to a target database
2. Review checks

Change Package Wizard
Check Compatibility

Check 12: EM Hub
/ Passed
EM Hub is configured, but target environment is not in EM Hub.


3. Observe message that says files will need to be deployed manually
