Your question has to do with the items in this script that have a hardcoded where clause of "WHERE OPRID = 'VP1'"

you are asking, wouldn't these items be returning the wrong subset of data except in the case where 'VP1' is running it?
also you say doesn't the upgrade documentation just refer to an upgrade user, not specifying 'VP1' or other supplied account?
