E-PRCS: Process Scheduler Domain Fails To Boot With "Assume Started (pipe)" Message (Doc ID 2543206.1)

Symptoms


Process Scheduler fails to boot after applying patch 8.55.27 to environment with "Assume started (pipe)" error. In the PSADMIN session when booting the domain the error shows for each domain service being started almost immediately in this case.
 
ERROR:

 "Assume started (pipe)"

The issue can be reproduced with the following steps:
1. Boot domain using psadmin
2. Observe error
