Symptoms

ACTUAL BEHAVIOR
---------------
OnBoarding Dashboard fluid back button goes back to completed OnBoarding Page

After completing OnBoarding from the summary page by clicking the green Complete button, the user is taken back to the OnBoarding Dashboard. The OnBoarding Activities tile shows as "complete" and user CANNOT go back into OnBoarding AG if they click the tile. However, the fluid back button will take the user back into the completed OnBoarding Activity Guide.

EXPECTED BEHAVIOR
-----------------------
Users normally cannot get back to a completed OnBoarding link , so the back button should not allow access either. Normally, a message appears stating OnBoarding has been completed, and access is blocked. The user should not be able to use the fluid back button to go back into the completed OnBoarding AG. The fluid back button should get set to Employee Self Service home page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete OnBoarding activity for a user
2. Click Fluid Back button
3. Completed OnBoarding page is now accessible even though it is blocked from Fluid Tile link
