Symptoms

One of the Windows app servers keeps showing as application server down when trying to connect through the PIA. The PeopleSoft service shows running. Server status through psadmin, is up and running but it will not connect to the web server. If I stop the windows service and manually start the app server through psadmin everything works. Recreating the Windows service does not help.
