ACTUAL BEHAVIOR

RAFam reports birth allowance even when you have set the "factor-field" to zeros.
This field avoids automatic calculation of birth allowance.
This works fine in the payroll and should be reported as well in the RAFam reporting file.
EXPECTED BEHAVIOR

Birth allowance should be reported as well in the RAFam reporting file.

The issue can be reproduced at will with the following steps:
1. Run payroll
2. Run RAFam report
