On : 8.55.23 version, Process Scheduler

Description
---------------
NFS file locks are not released when Process Scheduler Server is brought down using PSADMIN in a particular RH Linux environment

EXPECTED BEHAVIOR
-----------------------
When Server is down, all locks on files to be released at OS level.

Replication
-----------------------
The issue can be reproduced at will with the following steps:
1. Using PSADMIN Bring down Process Scheduler Server
2. Do respective configuration and boot server
3. Since previous request stop server didn't release any lock, unable to bring Process Scheduler server
