Delegation - Email Not Being Sent to Second Approver

Symptoms
When submit some AWE using Delegation transactions like Terminate Employee, Reporting Change or Transfer employee, the second invitation email is not sending for a Process Definition with 2 steps.
The issue can be reproduced at will with the following steps:
1. the Administrator manually create Delegation Request on the Delegator's behalf for "Initiate Terminate Employee" transaction (Workforce Administration -> Self Service Transactions -> Approvals and Delegation -> Add Delegation Request)
2. The proxy login and accept the delegation
3.Run HCDL_BATCH process (Workforce Administration -> Self Service Transactions > Approvals and Delegation > Administer Delegation and then select the "Maintain Delegated Authorities" link)
4. The proxy submit a transaction on behalf of delegator (Manager Self Service -> Job and Personal Information->Terminate employee)
Result: AWE got the correct Path: the Approval Chain shows two steps: first in Pending and the second in "Not Routed" status. Also one invitation email is sending to the first approver for approving the transaction and one to the requester for notify him about the transaction which is correct.
5. Then the first approver approve the transactions
Result: AWE got the correct Path:the Approval Chain shows first step in "Approved" status and the second in "Pending" status.
An informational email is send to the requestor BUT did not give the second invitational email.
