Requiring CNPJ-Bra when first row of Effective Date is not a Fiscal Establishment
Error requiring 'CNPJ-Bra', 'IE-Bra', 'CCM-Bra', when we try change a existing Location to add a new row effective date with Fiscal Establishment flagged and with 'CNPJ-Bra', 'IE-Bra', 'CCM-Bra' filled, where the first existing row of Effective Date is not a Fiscal Establishment and without 'CNPJ-Bra', 'IE-Bra', 'CCM-Bra',

The issue can be reproduced at will with the following steps:
1. Open or Create a location where IS NOT 'Fiscal Establishment'.
  Navigation: Setup Financials/Supply Chain > Common Definitions > Location > Location.
2. Add new effective date with Fiscal Establishment with ‘CNPJ-Bra’, ‘IE-Bra’, ‘CCM-Bra’.
3. Save the page and Getting the message:
“'CNPJ-Bra', 'IE-Bra', 'CCM-Bra' are required when location is a Fiscal Establishment. (31000,144)”
