E-CA: Invalid Access ID And Password (Doc ID 2550059.1)

When attempting to connect to the  Target Database in Change Assistant
the following error occurs.

Fail to test Access ID/Password: Invalid Access ID and password for signon - see your security administrator

The issue can be reproduced at will with the following steps:
1. Setup Define Database in Change Assistant and experience the error.
