ACTUAL BEHAVIOR
---------------
Customer reports that when approving a performance document, using fluid, they cannot see the employee comments. When using the classic navigation the employee comments are visible.

EXPECTED BEHAVIOR
-----------------------
Comments should show when approving a performance document.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click on Approvals tile from Manager Self Service
2. Select a performance document
3. Note that no comments are available.
