E-Cloud: Provisioning Environment From The Shift Utility in Cloud Manager 8 Is Failing with "Apply Puppet Profile [pt_psft_db] Got Failed". (Doc ID 2550550.1)

On : CM 08 version, Shift Provisioning

During provisioning environment using the shift utility is failing with error: Apply puppet profile [pt_psft_db] got failed.


Relevent Error:

On the out.log
Apply puppet profile [pt_psft_db] got failed. Check pt_psft_db.log file for more details.'

On the pt_psft_db.log
Puppet (debug): ERROR: Pluggable DB: <DATABASE> is in RESTRICTED MODE

terraform logs: the terraform instance provisioner is failing.
[0m[0mnull_resource.instance_1_exec (remote-exec): The service command supports only basic LSB actions (start, stop, restart, try-restart, reload, force-reload, status). For other actions, please try to use systemctl.
[0m[0mnull_resource.instance_1_exec (remote-exec): Redirecting to /bin/systemctl status iptables.service
[0m[0mnull_resource.instance_1_exec (remote-exec): Unit iptables.service could not be found.

Other Relevent Error:

Patch 27001733 rollback (pdb <DATABASE>): WITH ERRORS
logfile: /u01/app/oracle/product/db/oracle-server/cfgtoollogs/sqlpatch/27001733/21728084/27001733_rollback_<CDB>_<DATABASE>_<DATE_STAMP>.log (errors)
Error at line 61: SP2-0310: unable to open file "/u01/app/oracle/product/db/oracle-server/"
