The issue can be reproduced at will with the following steps:

1. Hire employee 5/2/2019.  Navigation: Workforce Administration > Job Information >Job > Job Data
2. Process HIR event and enroll in Plan Type 12 (Medical/Dental).  Navigation: Benefits > Manage Automated Enrollment > Events > On Demand Event Maintenance
3. Terminate employee 5/14/2019.  Navigation: Workforce Administration > Job Information >Job > Job Data
4. Process TER event.  Navigation: Benefits > Manage Automated Enrollment > Events > On Demand Event Maintenance
