Error Message Received in eProcurement When Using Double Quotes in Item Description (Doc ID 2553190.1)

Symptoms

Steps to Reproduce the Issue:
1) search eProcurement Search Settings for ES enabled environment are set as below:
    eProcurement > Administer Procurement > Maintain Overall System Options > eProcurement Installation Options
    Search Settings are set to 'Narrow Search to these Fields'
2) Navigate to PIA > eProcurement > Requisition
3) searching for an item in eProcurement and a double quote is used error message received. Search Exception: Exception caught while applying ACL Filters: Failed to parse content to map (262,2018).

What Works
When Search Setting set as 'Search All Fields' error does not appear

Scenario for Advanced Search
1.set  Elastic search engine as catalog search type on eProcurement installations options page 
2.Created an item with item description: Test xyz n"
3.Search definitions are already deployed and crawled. 
Ran the build full index process for EP_PV_MASTERITEMVENDOR_SD
Ran the build full index process for EP_PV_MASTERITEM_SD
4.eProcurement > Requisition > Search for item description Test xyz n"  Results shows as expected
5.Go to Peopletools > Search Framework > Utilities > Search Test Page > Search for text Test xyz n"  
   Results produced as expected
6.eProcurement > Requisition > Search for item description > with text Test xyz n' (single quote special character) 
   Results produced as expected    
7.Click on Advanced search and on description field enter Test xyz n"  
8.Enter search
Got the error  
Search Exception: Exception caught while applying ACL filters (262,2018)

Users are getting the same error when the user searches from main search page itself
