Symptoms
Supplemental documents generated when applying change package from HCM PUM Image 30 cannot be opened in Microsoft Word due to the following error:
Word was unable to read this document. It may be corrupt.
Try one or more of the following:
* Open and Repair the file.
* Open the file with the Text Recovery converter.

The issue can be reproduced at will with the following steps:
1. Download and install HCM PUM Image 30
2. Create and apply change package with Tax Updates 19-A & 19-B
3. Open documents (with extension .doc) that are generated by change package and note above error
