ACTUAL BEHAVIOR

When opening a PeopleSoft "New Window" in a page from a Navigation Collection, the Navigation Collection is lost in new window.

EXPECTED BEHAVIOR
-----------------------
Customer would like to keep the Navigation Collection Template in new window and not have it replace by the content page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Navigation Collection and add pages that display "New Window" for PeopleSoft
2. Click on "New Window"
3. The new window opens a new tab however the Navigation Collection Template is lost
