Symptoms
On PeopleSoft HCM 9.2 : Template-Based Hires
After creating a Smart HR Template to allow users to create Job Earnings Distribution changes, when users try to change a distribution from 50/50 to 60/40 the process fails saying the percentage has to equal 100.
ERROR

Message: When distributing earnings by percent, percents must add up to 100. (1000, 108)
Error: Error saving Component Interface. {HCR_JOB_DATA_SRV} (91, 37)
Error: Error saving Component Interface. See Exception Array for details. (18016, 107)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Smart HR template that allows the users to create Job Earnings Distribution Changes.
2. Change the distribution from 50/50 to 60/40
3. Note the process fails with the above error message
