Paycheck (direct deposit) created that should not have been created for a Leave of Absence employee.

We have Payroll for North America and Time and Labor. A paycheck was created for an employee who was on unpaid leave and did not have hours in payable time. The employee has been on unpaid leave since January and has not received a paycheck until today. It appears to be from the special accumulators, but we do not know why it created a check this time. 

No paycheck should have been paid to this employee that was unpaid leave.

The issue can be reproduced at will with the following steps:
1. JOB record as a Pay Rate Change as the current row
2. Create paysheets
3. Run payroll calculation
