SPRO 9.2.30: Error Generating Work Order: Invalid date in function DateValue

Generating work order from Assess and Award Bids page returns error:

Error saving Component Interface. {SPF_AUTO_WO_GEN_CI} (91,37)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1.Log in as VP1. Open the Worklist System Defaults and select user VP1.
Menu: PeopleTools > Workflow > Defaults & Messages > Set Workflow Defaults
Reboot the Application Server.

2.My Preferences: Date Format:MMDDYY

3.Create a resource requisition.

4. Search for a project manager and add 1 as the number of positions. Press
Add.

5. Select the coordinator VP1 and press Checkout.

6. Save and Submit.

7. Source the requisition. Menu: Services Procurement > Review and Source

8.Open the Bid Factor Weighting.

9.Remove the bid factor Interview and increase the Weighting to 15% for the
factors Competencies and End Date.

10. Return to the previous page. Select the supplier USA0000044 and press
Submit.

11. Log into the Supplier Portal with user KEVINDONS. Submit a bid for the
requisition.

12. Submit a candidate and enter a rate.

13. Answer the questions and press Submit.

14. Go back to the Employee Portal with VP1 and do a Bid Response.

15. Offer the position and press Submit.

16. Open the Supplier Portal with KEVINDONS and open the Bid Response page.

17. Accept the offer. Press Submit.

18. Open the Employee Portal with VP1 and open the Bid Response page.

19. Fill the bid and press Submit.

20. Return to the previous page and generate the work order.

21. These errors are returned:

Click OK to the first error and then the second message appears:

Error saving Component Interface.(91,37)
